Maureen ONeill, President and Founder of The ONeill Group, LLC has more than two decades of experience working on veterans health policy and federal budgeting issues on Capitol Hill and in the private sector.  Ms. ONeill helps clients navigate the legislative and regulatory process from interpreting legislation, understanding the legislations impact on her clients, advancing it through Congress, to ensuring her client's needs are represented during the implementation process.

Our Story

Maureen ONeill

Maureen O’Neill is a former long time United States Senate staff member and the founder of The ONeill Group, a government affairs consulting firm.  Ms. O’Neill has broad experience working on public policy issues and legislation with an extensive knowledge of the legislative process, including drafting, negotiating, passing legislation, and providing oversight of implementation of the bill.  She has strong working relationships with Members, Committee staff directors, and other personal office and committee staff on both sides of the political aisle.

Prior to starting The ONeill Group, Ms. O’Neill served for seven years on the Senate Committee on Veterans’ Affairs as the Senior Policy Advisor on Veterans Health and an expert on Budget and Appropriations issues to Chairman Johnny Isakson (R-GA) and Ranking Member Richard Burr (R-NC). She led the Health team, where she lent her expertise to a wide portfolio of issues related to veterans’ health, including mental health, community care (including the Veterans Choice Program), pharmacy, and prosthetics. In addition, she was responsible for drafting legislation and providing oversight of the Department of Veterans Affairs hospital system.   During her time on the Committee, Ms. O’Neill was integral to passing two important pieces of legislation to provide widespread reforms of the Veterans Health Administration – the Veterans Access, Choice, and Accountability Act and the VA MISSION Act.

Prior to joining the Senate Committee on Veterans Affairs, Ms. O’Neill acted as Legislative Affairs Representative for Parsons Brinckerhoff where she consulted specifically on appropriations and government contracting issues.

Ms. O’Neill served ten years on the Senate Budget Committee as the policy, budgetary and appropriations advisor for a variety of areas, including the Veterans Affairs, International Affairs and Social Security portions of the budget. During her tenure on the Committee, Ms. O’Neill served as a policy advisor and budget analyst to three Chairmen: Senators Judd Gregg (R-NH), Don Nickles (R-OK) and Pete V. Domenici (R-NM).

Prior to her Senate experience, Ms. O’Neill worked in the lobbying department of the Nuclear Energy Institute. She has a bachelor’s degree in Political Science from Trinity University in Washington, DC.
